State House to take over youth livelihood programme
Today, together with the larger UN Country Team, UNCDF in Uganda supports the Government effectively implement the Second National Development Plan and realize its vision of becoming a middle-income country by 2020, and achieve the Sustainable Development Goals by 2030.
According to the latest national budget framework paper the Youth Livelihood Programme will be moved from the Ministry of Gender Labour and Social Development to the Office of the President, an issue that has raised eyebrows. As SUHAIL MUGABI reports, the scholars of the national budgetary process are worried that the fund attached to the programme could be politicized, while making it difficult for MPs to demand accountability.
